Who is in the bid,
and who is blocking it.
Before anyone can submit, the combinatie has to exist on paper: penvoerder and combinant, each with its KVK registration and its own required artefacts. Steinlog holds that register inside the bid and says plainly what is still in the way.
A live TenderNed tender in the demo bid room; the two firms are fictional. The banner is the gate talking — no per-combinant requirements are seeded yet, so the combinatie is flagged as blocking submission rather than quietly passing.
