ESPD / JEDZ — frequently asked questions

What is the ESPD (JEDZ / EEE)?

The European Single Procurement Document is a standardised self-declaration in which a bidder confirms it is not subject to exclusion grounds and meets the contracting authority's selection criteria. It is called JEDZ in Poland and EEE (Einheitliche Europäische Eigenerklärung) in Germany. It replaces submitting all supporting certificates up front.

Does this tool submit my ESPD?

No. It produces a reusable preparation worksheet, not a submittable document. You still file the ESPD in your national service — in Poland via espd.uzp.gov.pl, in Germany via a third-party ESPD tool. The worksheet just lets you fill those forms faster and more consistently.

Why isn't there one central EU ESPD tool?

The European Commission's central ESPD service was switched off in 2019. Filing now happens in national or third-party services, which is why a reusable worksheet that holds your answers in one place saves real time across multiple tenders.

Is my data stored?

No. The answers you type are not stored on our servers; the worksheet is generated and emailed to the address you give. Your email is used to deliver it and, only if you tick the consent box, for follow-up.

Can I reuse the worksheet across tenders?

Yes — that is the point. Most of the ESPD (your identity, exclusion-ground declarations and standing references) is the same on every bid. Capture it once and reuse it, updating only what a specific tender changes.

Is it free?

Yes. Filling the worksheet and receiving it by email is free with no account. You only enter an email so we can deliver the worksheet to you.
