The readiness gate
One “can we submit / what’s blocking” oracle, each gap tied to its clause and routed to an owner. It computes the per-tender signature tier — AdES by default, QES only when the notice demands it.
AI proposes, humans own
The AI drafts the plan, the prices, the documents — but every binding act is a human event, enforced at the data layer. It round-trips the authority’s own files; it never invents a fresh one.
